Can Someone help me understand why some of the WTC coins have “1 of xx” on the American Flag label and others do not. Thanks,

It was the people making the coins coming from the vault under the WTC they group the coins, in like 2001 year coins and 1oz gold bars and so on. Now alot of people are collecting series of coins like the 1 of 190 series that is all from 2001. So to answer you question it was something that was done by the people that bought the coins from the WTC vault and PCGS was doing it for them making groups of coins.
